Usually when I work on fan comics, I keep the same dimensions as professional comic page. 11x17 on bristol board paper. Or if you're working digitally, 3300px x 5100px is a good size. Since its a fan comic and not for print, you don't have to worry too much about panels, as long as you don't clutter up the page with like 10 or 15 panels. My max is 9 panels or less per page and it worked out for me pretty well so far.
