I hate this game. I've fallen so far I'm at the place where people refuse to switch because they're "good" despite dying every round. D.Va is one of my favourite heroes ingame, I must agree with >>157042671 regarding Roadhog, but I consider Zarya an even bigger D.Va melter.

My advice is, play around with every hero on Quick Play/Training or even competitive matches (until they add an unranked mode with hero limits), it's crucial to be familiar with every hero as a player, in order to handle them well as adversaries. And in the meantime you'll find comfortable heroes which enable you to (2nd part of my advice) "main" 3 heroes per categoy (maybe 1 or 2 in the Defense category since they're so underpowered as a class) so you always have maneuverability when you need to stay in the same role but pick a hero that is being hard countered. This way you can keep D.Va in your main tanks selection so you're constantly polishing her, while also being able to refrain from being that liability to a team, of a player who can't adapt out of fear of being rusty on heroes who would be much more of a benefit in a given situation.

Very well, in that case, simply insta-lock her and change if necessary. You did well so far, you enjoy her. I find that she synnergized very well with Zarya, especially on attack and koth. When wanting to go extra agressive (*cough* Numbani attack) she and Winston do a mean pair disrupting those balcony defense positions. In fact she does fairily well beside most other tanks (personally I don't find D.Va+Roadhog a safe enough pair for any team comp though).

What I think really happened was Zeigler was working on medicine within Overwatch, part of it to do with nanobiology.
The darker suits or other generic money monkeys/baseless villains that manipulate Overwatch from behind the scenes have a secret secure testing site within the Overwatch headquarters where the nanobiology tech was being weaponized/or going to be part of future blackwatch supersoldier shenanigans. Zeigler has an idea that more is going on, but turns a blind eye because she wants magic technology to heal people with.

Reyes is heading up Blackwatch and learns of the applied nanobiology tech by some means and feels that it is his responsibility to stop it at whatever cost, but makes the mistake of assuming Zeigler has more to do with it than she does at some point.

Morrison and Reyes already have a very strained relationship due to past history.
Now Morrison thinks Reyes has gone off the deep end going after Zeigler and makes a call to stop it, but Morrison has no knowledge of the nanites. zero hour blackwatch vs. overwatch vs. dark overwatch showdown at overwatch headquarters.

Explosions, and Reyes gets all mucked up by magic/nanites, and Morrison finally learns how corrupt Overwatch had become and fucks off. Zeigler knows a bit more than she really ever wants to talk about.
