Some control decks cost quite a bit because of the cards required.
You can do a budget rune spellboost control fairly easily, even with Dshifts. You don't technically *need* merlins for it until you get into the higher ranks.

While I don't have an answer regarding how expensive they are, you will definitely finish any deck you want far before you'd ever come close to finishing a DECENT hearthstone deck. You get packs and gold pretty frequently (the game starts you off with like 28 packs) and legendaries are way more common than in hearthstone. Rerolling is advised to get you started so you don't need to worry about any particular legendaries you may need but know that golds are usually more important (the cards you should craft, don't craft legendaries right away) and that legendaries are not required (they're very nice to have though).

With only basic cards it's pretty slow, but amulet removal is bad or pretty much non existent so don't worry about that. Budget haven might not work too amazingly but Beastcall Aria is the best card you can get immediately as a Haven staple.

In the top tier haven is pretty good right now and can be played either aggressively or more control like. So it's a good investment.

It has 3 viable decks at the high end. Three Themis is essential for any deck regardless just due to how good it is.

Seraph Haven, (2-3 Seraph 7000-10500 vials).
Storm Haven, (3 Garuda 2400 vials, 3 Moon Al-Miraj 10500 vials, 2-3 Urd 1600-2400 vials)
Heal Haven, (3 Elana 2400 vials)

The rest of those decks are bronze and silver so they're rather budget compared to other high rank decks.

Seraph banks off winning with Seraph. You control the game until turn 8, drop Seraph if you're certain the opponent can't lethal you next turn, then play 3 countdown reduction cards in a row winning the game.

Storm banks off birds. Pinion, Divine Song, Aria, you essentially go face with creatures that cannot be removed until they pop up on the field in large bursts. Garuda and Moon function as finishers while Urd resets Storm minions for a second go at the face.

Heal Haven banks off Elana's Prayer. While you have a mostly empty early game, you drop Elana and go to town with healing minions who not only make any damage to you pointless, but gain obscene value as they are almost always statted well for their costs. Especially if you time them to an Aria dropped on turn 2.

Heal Haven is the cheapest deck. It still uses Themis to equalize if their start is slow since drawing Elana isn't guaranteed by any stretch.

Also, there's a Heal-Seraph Hybrid that pressures board instead of controlling then drops Seraph.
