You can just make on their site, or through a Vita, PS3 or PS4. There's tutorials online if you need any help. The hardest part is probably picking a name.
I would strongly suggest getting a second memory card to use the JP account. What I did was I bought a cheap Vita TV and my JP account lives on that, and every few months I'll deactivate my regular Vita, put in the second memory card with my JP account, and activate it and play through some IA/VT DLC songs. You can still find refurb Vita TVs from Gamestop for like 30 bucks. If the bundle is still in stock at your local store then it should be about $60 and come with a PS3 controller and 8GB memory card.
You don't need a JP card/PSN card to make the account. If you want to buy anything though then you need a JP PSN fun bucks card. I get digital JP PSN codes from Playasia since the prices are okay and they deliver them pretty much instantly.

If you decide to make one and pick up some DLC then here's the list of DLC songs on IA/VT that you can buy. They start unlocked from the get-go which is nice since you can't use your regular save on your JP account :

Ok, my copy of Taiko came in the mail today and I remember that one anon wanted the english patch for his game cart. Turns out the translator only made a pc patch for game dumps so that wont work. But I figured out how to get the patch file for the physical copy.

chapter 3? I'm just stacking innocents right now and enjoying item world with only generics. Going to gear my lady samurai and Ninja, that is going to be my main mdps supported by a sucubus/Alraune for buffs/taking and static healing, range is a star/fire witch and archer and a lance lady warrior. Also a female healer for secondary heals and my sucubus is an int build with buffs and heals as well as mid range int based attacks and debuffs. She's damn good too. Her innate evility lowers adjacent units stats by 25% and boosts hers 25% for each affected unit, so with how move works in Disgaea she'll always have a 100% stat bonus if you play it right.

Can't really agree on that last bit though. DD2 and D5 added a lot of good stuff, sure, but D4 is honestly brilliant gameplay-wise and a massive step up from, say, D3. And Val is the best character and has the best personal story, no contest anywhere. (If you include When Fenfen met Valzy and the Time Leap, of course.)

Deep isn't the only qualifier for good. I'd argue that D4 is probably the closest to D1 in that regard though. I do agree that D1 has the most well rounded, well executed story.

Valvatorez is the only Disgaea protagonist I've actually liked. All the other are awful, whiny, edgy-types except Adell who was boring.

I think it was all in the way that was explained; the effect that Artina had had on him and his views on life. He was a complete dick to start with, but it got people he didn't realise he cared about killed, and it was out of respect for the impact that his choices had had that he came to the decision to keep his promises.

His viewpoint is pretty much the same as Killia at the end of Disgaea 5, except instead of going on the journey to get to that point, Disgaea 4 explores what happened in the past to make Valvatorez the way that he is. It was a really interesting way to approach it, and I thought it contrasted really well with the rest of the series.

I can kinda see why you hate him, though, but I also think you're not looking at the whole picture of Valvatorez as a character and focusing on the blank archetypes of other Disgaea characters like Mao.
