The problem with aliens and cthulhus and such is that Bethesda doesn't treat them as easter eggs. And yes, Fallout 2 had the same problem, which is why Obsidian went as far in NV as making the most outrageous easter eggs locked behind a trait.

You have to bear in mind that you're never seeing just one of those rookie legionnaries, are you? They travel in groups large enough to make the melee focused thing work.

Meanwhile, legion special forces (hit squads, for instance) are very well equipped, indeed.

It's a way of weeding out the weak and teaching the would-be-veterans to be strong.

And I don't know about your game, but in mine, a legion patrol of rookies and an NCR patrol with service rifles are about equal, with the legion winning at least as often as the NCR does (JSawyer mod).

For maximum Legion, though, only use ranged weapons (vanilla and modded) that have very simple construction and very few small parts, or that have a historical precedent for still kicking after being dragged through mud n grit. Revolvers, breakaway shotguns, bolt-action rifles, crossbows, Thump-Thump, AK variants, 1911, .45 SMG (an Owen gun would be even better), PPSh-41, etc. Anti-Materiel Rifle is an exception.

Melee is historically powerful in ~Fallout setting~ to the point where there are pre-war designs like powerfists and super-sledges (which I'm pretty sure is a weapon and not a tool).

Plus, Legion comes from Arizona and due to all the devastation there there just isn't much guns. They have to capture them, and it's still not enough to arm every single recruit. Better to tell them that melee is cool then "sorry, no gun for you".

Also, works well with ambushes.

dps is determined by fire rate and damage. it doesn't calculate the real dps+reload time which is also influenced by magazine size or ammo count or whatever.

that's why the grenade rifle has a high dps but actually does shit dps reload because the reload time is like slow and you can only fire one shot before reloading compared to a gun that has decent damage, fires fast, has a decent magazine size, and reloads fast will obviously have a high dps+reload score.
