It's never explained in great detail, but from what we can gather it seems to be a periodic memory reset that Exos go through.

But all Exos also seem to have their full memories stored in them somewhere, so the reset seems to only be able to limit the memories they actually have access to. They need to jump through special hoops to access their full memory.

The Exo cards go into greater detail but even then it's hazy.
