Save up legendary marks, and buy a 350 light level chest piece (chest pieces give a bigger light boost).

The higher your light, the higher the light of the items you will find/decode. Buy the 350 LL gear from vendors makes the grinding a bit faster, and you can somewhat choose the materials you want. You still have to grind to get legendary marks, though. The Daily Crucible and the Daily Heroic Story give you 15 legendary marks each, and they refresh each day. You can also get 3 legendary marks for each piece of purple (legendary) gear you break-down. You can also get legendary marks for completing public events (defending warsats, etc.).

I think the tower tries to mach people with same/similar level of progression, and then if it fails it draws in "lower" people.

1% of RoI owners finished the raid, you can safely assume not all of them have the Prime, but whenever I go into the tower half the people there have the thing if I rolled in with it equipped.

Bullshit. I'm at 353-355 dependibg on the loadout and pretty much all of them are as doable as they were in y2 bar the Wretched Eye with randoms. I can understand why that strike is hard from due to filling the small boss arena with a boss, invincible boss, and enemy spam, but I'm sure that'll just get easier with time and a rising LL. Fuck, the Undying Mind strike is still doable and that boss can melt you in two or three hits and the hobgoblins one shot you.

So how wary should i be with using Destiny Group finders at the moment?
I understand that a lot of people are trying to complete the exotic quest but ive still got to complete the raid at all.
Ive heard a lot of stories about people booting others like children in order to get friends into the lobbies for the quest.

I would seriously recommend you look for people for your first raid on here. Most LFGers are probably just normal people wanting to get stuff done, but I've personally had enough bizarre or unpleasant experiences with people from there that I stopped using them at the end of Y1.
