You can. Top 50 in EHC features a vast variance of different builds, it's not 50 BV CI PF with some guardian supports in between.

Shaper has been done deathless with Vortex and Icestorm, one which you cited in your list of shit skills, and the other being mechanically similar to Firestorm.

ED is a poor skill mechanically, it's slow and and even slower with SP, and has garbage effective damage without 100% pierce. You have no idea what you're talking about, stop parroting reddit, it gets tiring.

Ball lightning was top tier when it was released early. Then they toned it down significantly. Never really picked up since then.
Firestorm was good after they changed how it worked a while back. Just go crit.
Ice spear was top tier like a year and a half, two years back. When you could perma freeze all but like three map bosses with it.
Cleave was the meta at one point.
But yeah. All of those, aside from maybe magma orb because of the wonky physics and elemental hit because of the god awful mana cost and unreliable element type procs are viable in high-ish tier maps. I've ran all of them at one point in time so I can vouch for it. You gotta keep in mind that a skill doesn't have to compete with the best skills out there to be good. You can be a minute or two slower in your clears and still be just fine.

Don't think of it as "negating the negatives." You want to get all that increased ES even before you halve it with Acrobatics. Unless you have some way of getting 400%+ increased ES. CI builds generally go for 200% increased ES or more.

Post your tree. It looks like you're not taking enough int nodes. I think I have maybe 45 Str and 10 Dex from the tree after my conversion jewels (and half of that Str will get converted soon enough). Get an astramentis so you don't need any non-int stats from the tree.

Pledge of Hands sounds like a poor choice for Vortex. Sure you get a roughly 150 spell damage and 100% mana which works well with MoM but Spell Echo is also a 10% less damage multiplier that double dips on Ignite. I assume you're going Pyre for strong ignites, otherwise most of the potential of the skill - spell damage applied to DoT - is wasted imo.

So not only is Pledge of Hands potential 7L not helpful in the case of a spell that doesn't rely on cast speed to do huge damage, you lose out on a +2 to cold gem level with a regular rare staff which is extremely affordable with essence crafting.

If you want a defensive setup, a regular 1h+shield would probably be better. Doryani's alone is probably stronger than PoH by itself (up to 132 elemental damage, no SE) and you get leech and a faster Shield Charge. There's even an option to get mana on block with delirium essence although I haven't run the math to see if it's worthwhile.

they're not that popular I feel, some players might overlook them, and if they get rid of this limit, or at least make it so that when you seal the prophecy, it loses the difficulty requirement, so that you could for example stock pile some of them, like rogue exile who only drops rares, it would be great to open like 6 of them and go do your t15 map, for extra challenge but mostly tons of potentially good rares.

The problem with melee is more relative to boss design than anything, most bosses have attacks that put you at huge disadvantage if you're melee because positioning is harder, Magera can stack firestorms on you, dudes throw out slams or ground aoe centred on themselves etc.

The best solution imo would be for more bosses to have skills that solely targeted ranged peeps, like Dominus "if you are 16 yards from the boss it will use this" etc

Actually, some bosses are easier, not harder, at melee range, because they will default to their basic attack, instead of their more dangerous ones. Some are easier when you're ranged but to say that it's always the case is disingenuous. A few examples:

Na'em: will leap slam/nova spear you if you create distance
Tunneltrap: has Farshot damage
Izaro: will leap slam/back-hand sword reave you if you create distance
The Goddess: will fire barrage you if you create distance
Vaal oversoul: will death laser you if you create distance
Belly of the Beast Piety: circling around her to avoid her death beam is obviously easier at melee range than farther from her
Malachai: will fire barrage you if you create distance
Guardian of the Hydra: unpredictable splitting barrage, easily avoided if you go behind her

For most of those, facetanking them and their default attack/ability or sidestepping the obvious telegraphed ones results in a lot less damage taken than trying to run away and being hit by an off-screen attack.
