Like, scientists doing Project Gunvolt mention that they have to implant the Azure Striker gene in test subjects because cloning doesn't work - clones with same genetic makeup have a higher chance to not developing any power at all, which is why implanting the gene has a higher chance of producing an adept with Azure Striker, but even if he gets the power there's a reject chance to the power itself, which is what happened to Nova.
