Because once you get above T5 people just don't seem to like the IJN DDs in general, mostly because they're just not very good compared to either of the other lines. She might be an upgrade but she still gets to fight Bensons, Fletchers and now Khabarovsks and doesn't really have much going for her. Not to mention that she's the grind to get to yet another completely underwhelming ship.
The upcoming shuffle might do good things for her depending on how it goes.

She might be my favorite historical DD class but she's just not very good in game.
She has a worse torpedo set up than the Fubuki with less torps and a longer reload, and she now gets worse MM while bringing not much to the table in the way of significant upgrades.
Ever since the IJN DD nerfs started happening she might be the least scary ship in the game at T8-10.
Tbh I'm really looking forward to her getting moved to T8.

They're supposed to be the medium tanks of the game. Not the best at oneshotting things but versatile ships that can do a bit of everything and respond to most situations better than any of the more specialized classes while having DPM as opposed to raw alpha damage. Also provide a sort of support role to either the DD's trying to scout/contest caps against enemy DDs or to protect other ships around them from planes.

Today I sold Aoba and switched to Myoukou, managed to avoid being instadeleted by some baBBy and spammed into oblivion by other cruisers (all of them spammed HE, even at 10-13 km distance) and created a "1 vs 1 fite me faget" situation with another Myoukou. Before my guns turned in the right direction, he could fire 3 salvos at me. Another faggot used HE, even though I was broadsiding 10 kms away. Loaded AP, scored some citadels and sent him to the bottom with one salvo.

I'm not really disputing that some of the CAs need buffs, but I personally think there's under performing and over performing ships in every class.
I can't really say much for DDs or CVs (except CVs as a whole seem like a horrid clusterfuck that kind of generally need a rework or something), but I've gone the whole way down both US and IJN BB lines, and the IJN and KM CA lines and to be honest I haven't really felt like any of them are desperate for buffs down the entire line or anything. There's certainly a number of ships in each line which could do with changes in both directions but especially with the Jap CAs I really never felt like I wasn't able to contribute to the game as much as my teammates (outside of maybe the Mogami which is in a pretty sad state after all the nerfs kept coming).

I wouldn't dispute that playing a lot of IJN CAs more than anything else has probably coloured my views a little because they do seem like the most consistently good line along with probably the Russians, but it's made me kind of skeptical of all the 'CA's are completely useless' talk that gets thrown around. The US CA line seems like it could certainly do with some love though. Hell maybe it's just because I play almost entirely solo at higher tiers and I just enjoy having a bit more versatility.

I do not know NA playstyle at 9-10 tier, but in RU-server players prefer battle from maximum distance, and go to close combat only in end of match.

Baltimore with their autistic ballistic and fire rate can't and distance battle, but also can't close combat - fire rate.
