Anything taking too long isn't the issue because Crota recovers anyways, you need the burst damage to remove his shield.

Did they change how you get better gear? I've been doing taken war strikes in hoping to get higher light blue engrams but they are always 245-250. I've done maybe 30 strikes and I've only gotten blue engrams.

You don't, essentially. Bungo didn't acknowledge that they fucked up decryptions in last week's update. But once Rise hits you can raise your light as normal again with blues. People may or may not still be doing KF in a month's time, I'd lean towards the latter. Only thing I can think of to raise LL at the moment would be to do quests and get the set LL rewards (300 1kys, 320 dreadfang, etc).
