Its when you center your development off a outside problem rather than the betterment of your own character. In P3 the cast went through some shit but grew on their own because of it they were defined by that sole problem but how they went passed that. In P4 this is streamlined so that all the insecurities and issues the characters had were manifested in the form of a shadow so once they defeated it they were able to move on. In P5 all the characters problems are in tangent to the adult that did them wrong so their characters feel entirely stagnant and don't really grow, the only character with an ongoing arc throughout the game is Makoto due to her ties with her sister, Anne, Ryuji and Haru are just there and Yusuke and Futab's issues are too dumb to be taken seriously. So all and all the cast is pretty bland.

Also the fact that you have to do the character's S.Links in order for you to get their ultimate persona which happened naturally through the course of the story in P3 by the characters themsleves, this wouldn't be a problem if the S.Links were tied to the plot somehow but they aren't so about the only thing that happens is that you help a party member in an unrelated issuse that doesn't carry over to the main game at all like how Anne's S.Link is all about her friend and that's it.

Funny thing is only first DLC wave is out right now, despite all DLC already being in the game files and unlockable for pirates.

Nope. DLCs require activation edat files, those aren't stored in your save but on your console, so if you have two consoles and you only install them on CFW console then obviously you won't have them on OFW console.
Chances are it even won't let you load the save because it will save was used with DLCs before. At least Persona Q did that if you tried loading a save that used DLC while not having DLC installed.

I think the problem is more with how the protagonist is handled than with the fact that there is a focus on one girl.
If he was an actual character, people wouldn't be butthurt that some girls are off-limits or that one is pushed on them more than the others.
But even despite their attempt to give him more of his own personality, he's still basically a silent self-insert, so people want to have enough freedom to be completely in charge of his actions and choices.
