I think you can download that DLC through freeshop. There should be a tab with a list of all your installed games somewhere in freeshop, and you can download the DLC through that tab.

FreeShop is weird with DLC

Some games have their full DLC available, like Persona Q, StreetPass Mii Plaza and even Home Menu Themes (even though you can't pick them individually so now I have 300 themes I have to delete before I can even pick one)

Some games have DLC but it's not available there, FE Fates (European) has no button or yellow sign for DLC

Does anyone know why is that? I'm mostly curious, as I have the cia for the DLC, but downloading it through the shop would be more convenient

You shouldn't have updated, but that aside, you should honestly just buy a 3ds from Best Buy (or anywhere else that accepts returns for opened consoles), make sure it's 10.7 or lower, mod it, use it to mod your 3ds, then return it.

Don't pay anyone - you end up paying ~2/3'rds the price of a new one + shipping, and have to wait a few weeks, and if anything goes wrong you're out a 3DS.
