They don't want to be obviously lazy by just literally standing there because they don't feel like doing any DPS.
I've never encountered anyone that complained about me using or even NOT using my cooldowns, though. I have encountered plenty of healers who literally fucking stand there and do nothing but heal, and healers who come close or let me die because they were tunneled into DPS mode.

A DPS with both spell speed goals, and benefits the most DPS-wise from spell speed, and also a piety target to avoid ticks from completely dicking you. Usually only a Scholar is required, but the issue is completely removed with two optional Piety V melds

So if he's staying big for about 30 seconds, you'd want to use anything with a 60s or lower cooldown, save anything with a 120s or higher cooldown, and can go either way with 90s cooldowns.
