A backpedaling penalty means retreating is not as effective if you are looking at your enemy. It buffs heroes with very short effective ranges who often have to chase their enemies.

Imagine you are a Reinhardt running towards, I dunno, a Zennyatta. He's just barely out of your range, and since he moves at the same speed you do he maintains the gap just as fast as you can close it. While you're doing zero damage to him, he gets to deal return damage despite seemingly being in a situation where he is being pressured. If there was a backpedaling penalty, Zenyatta would have to ask himself which is going to be the difference between life or death: damaging you or retreating faster?

Whether this is a good addition to an FPS is up to debate. It was in TF2.
