So tell me, because of the tick rate and natural latency in the game, you need to aim slightly in front of the enemy when you're shooting them with a hitscan weapon, right? For instance, if you're S76 and you're firing at a Genji moving across your screen to the right, you need to aim slightly to the right of him?

No, that type of system has basically died out in any (good) modern shooter.

Overwatch uses a lag compensation system similar to TF2's, where hits are registered clientside and then sent serverside. This means that while you can be killed after retreating behind cover if the game is laggy or you're playing with BRhues, you will never have to lead your shots to compensate for latency.
