i assume you mean the off the beaten track "not the main quest" quest lines in each zone, most people have done them, after 110 there isn't much reason to do them since the reward will be obsolete usually for anyone who ever set foot in a dungeon or for world quest rewards, for the achievement sure but they only take 30 min to complete anyway

like all tanking specs, it's hugely easier than it was in WOD. the rotations are not the hard part of playing tanks though. you need to learn all the encounters and understand how to do them all flawlessly. you might not need to do so in heroics if your healer is decent/geared, but it will reach up and bite you in the sack sometime down the line if you never get in the habit of actually knowing your shit.

Are all the Suramar quests out yet? I'm trying to do the "Good Sumaratian" quest, which is all the quest lines in the zone, but I've only got 5 done atm and can't find anymore whatsoever.

Juggernaut, stacks to 99 and it's impossible to get anywhere near this, on a 7 minute fight you could get max 25-30. It's an ability that has had no thought put in to it, it stacks to 99 because it's "cool"

I can't remember the name of the other one but it has a chance to procs cd reductions when using rampage, it's proc rate is extermely low, some sims have it at 1%.

I haven't used the other one so I can't comment on it.
