Looking at the number of characters for each role I am really inclined to think that Sombra is just a new game mode and the real next character is going to be a Tank that comes with the new mode.

Possibly Doomfist as a new melee tank who acts as a mix of Reinhardt,Roadhog and Winston.

It really depends on map, role and wether you attack or defend, best way to figure it out is by playing a lot and understanding how synergies between the different characters work. Let's say you have to play healer in king of the hill, it'd be smarter to use Lucio for the aoe healing for example, rather than Ana who needs to maintain certain distance from the enemy and won't be very useful keeping the point.
