The quests in the bottom left are "emissaries". You do 4 world quests for those factions (so 4 world quests in each of the zones the factions are for), and then you go to the emissary in the capital city and get a cache for it.

Other than that, go for world quests that give gear, AP, and potentially for the ones that give Order Resources if you need it.
