It's a decrypted sce_module directory from 'clean' Chinese dumps (Xanadu, Odin Sphere..) which Vitamin doesn't dump for some reason. That's like deleting all DLL files from the game and wondering why it's got "50-60% compatibility"

No, it's just that these files were dumped with Chinese method since Vitamin doesn't dump them at all. They might or might not be taken from older, pfs-decrypted dumps, depending on whether they are encrypted there (along with eboot.bin) or not.
