Caeser because he needs to work his ever loving ass off to do anything and even then his damage wont compare to a 1 button mash combo on most characters.
Narancia is a puppet character and can dish out some impressive damage but with that said he has no reliable method to keep enemies at bay and he has no close range tools, top that all of with god awful HP and he never has a good time.

From what I know every FG"C" has a bit of cancer that makes it stand out more than others.

Smash and Melee FGC has low moral standards and autistic people. SF FGC has thuggery, the Cannon bros, the dirty money and too many black people. The GG FGC is a bit of both SF and Melee FGCs but with more collusion in it. The KOF FGC is filled by mexicans.
