Don't buy any of that shit. The crucible Last Extremity vendor roll is decent for PvE, everything else is pretty much trash as far as scouts go.
Sniper rifle vendor rolls are trash, no exceptions. Do the Taken War: Earth questline if you want a mediocre 1KYS. Otherwise do CoE 30k runs for a Her Fury and literally play the game for Crucible and Vanguard rank up packages.
Actually, pick up the Eirene package the Gunsmith has this week. That's a good archetype as well.

For raids sunsunger is arguably the best. The self res is still a nice backup in case you fuck up and Viking Funeral has been changed to now make burning targets take more damage from all sources. They're all solid choices, though. Nova Bomb had its PvE damage doubled a while back, and voidwalker abilities were buffet to allow them to spam grenades and heal themselves easily, and stormcallers are great for mopping up adds and making orbs.

Reinforced is shit.
Stab affects hand cannon bloom, its extremely important to have your stab be good.
You massacre the things recoil with reinforced, also you make 'ghost bullets' happen because even when aiming there is bloom on hand cannons since ttk, bungie tried to force you to wait between shots by implementing this. Stab directly affects it, which is why Eyasluna is such a good gun - it has a very high natural stab stat.
You want
Rangefinder/Outlaw
Rifled or Smallbore
Hidden Hand/LitC/whatever else you personally like.
Those are the best rolls.

I'm talking about glitches and accidents that can't be foreseen, anyway. Getting hit by a melee attack while you are out of range. The boss not registering damage for a few hits, or ignoring an attack that should've stumbled it. Maybe someone took their eyes off an enemy and it got behind the group, I dunno. I'm just saying not everyone is perfect 100% of the time.
