Alright here's the skinny on the netcode from my experience this week. The connection meter thing can't really be trusted, I did play party mode with 2 guys who had 4 bar and 3 guys who had 1 bar, and everyone was working out just fine. Online the connection bars would show me with 4 bars until I matched with someone and both I and my opponent would go to 2, despite that about 4/5 of the games ran just fine, 1/5 ran underwater slow motion. All in all I do think it's a few server bugs, from what it seemed as long as both people had half decent connections then it runs really smooth
