They recently changed the way matchmaking works here. Tier 1 can only see tier 1, tiers 2-4 can only see +-1 tier. So 4 is your best bet because at worst you'll only ever fight 5s. Meanwhile 5s and 6s are constantly the bottom bitch to 7s and 8s currently.

It's all a way for WG to make T5 and T6, the money-maker tier for no-prem users, less profitable and less enjoyable. T7 is the sweetspot now, but it doesn't make as many credits as T5/T6, so it's working as intended.

I think I'm going to tie a player's performance in Flint with the server average on Atlanta. Until the ship gets sold to the general public, I don't really think it's fair to pull averages from a subgroup of 3-time Rank 1 autists.

I think Flint is the only one that falls into this category. Are there any other reward ships out there that are preferentially given out to much better players (on the whole)?

I'm trying to filter out ships who have an abnormally high WR due to it being only given to people who had to perform well enough to get it. I'm less apt to make the Arkansas a special snowflake because there was zero performance required to get her. You could literally AFK for however many matches you needed, and bam, you got her. Ships like Flint are given to mostly some of the best players on the server. Ships like Iwaki and Arkansas are given to every random schmuck on the server who downloaded the game early enough. That's the difference.

This is what I'll be running with. I took the subset of people with at least 25 games in Flint who also own an Atlanta and compared their win rates for each ship across each mode. From that, I got a weighted average for WR for each mode in each ship. Normalization value is just the Flint value divided by the corresponding Atlanta value. Normalized Flint WR will be the current server Atlanta WR multiplied by the normalization value, and that is what I'll be using in my other calculations.

The normalized server Flint WR will fluctuate with the current server Atlanta WR, but I don't plan on changing the normalization values anytime soon, barring massive balance changes or general release of the ship to the masses.

...Not sure why everyone sucks at 2-man Atlanta.

One thing I have noticed is that solo games are always worse than division games because you do not have anyone you can trust to cover your back if things go south. That is why people division so they dont get the chicken shit team mates who tuck and run when they see trouble.
