Clear numbers don't really give you much information unless you know how many people on each server are actively raiding.

If Balmung has 30,000 players and 75 clears (or whatever), but only 1500 are trying to raid because there are more people who only go there to RP, and Excalibur has 15,000 players and 75 clears, with the same 1500 people trying to raid, and Gilgamesh has 20,000 players and 300 clears, but it's the raiding server so there are 6000 people trying to raid, then it doesn't really make that much difference which server you're on.

Those numbers are just for the sake of argument and I'm sure Balmung is a little worse than other populated servers, Gilgamesh is probably a bit better on average, but most populated servers are probably pretty similar to one another.
