TL: The FPS limiter is using a Direct X9 Render Pipeline. Which works perfectly fine with DX9 and DX10 GPUs but DX11 cards changed and so you are giving your GPU the wrong commands resulting into potential hardware failure.

Scroll down and grab the Super Patch (it's about 1.6 GB). That's what I'm using and seems to work fine. I even blocked the launcher to keep it from going online and downloading all that crap to the Featured Items folder.
