Stay away from higan if you value your sanity. Standalone bsnes was pretty good, but when byuu changed everything about the frontend to higan he fucked almost everything up other than the emulation itself.
RetroArch is miles better, but it can take some getting used to since it's a completely different beast. It really not that complex or hard, it's just different than what you're likely used to.

No because they don't exist. Get a N3DS on a firmware lower than 11.0 and put CFW on it, or get a Vita on 3.60 and lower and HENkaku it. Those are your two options. Anything Android will be more expensive and inherently shittier because they won't be able to do DS/3DS/Vita titles, or hardware based GBA/DS/PSP backwards compatibility in addition to the superior emulators.

The hard part is figuring out whether you can actually run the game or not.
As a rule of thumb make sure your CPU can run the game in software mode at full speed. Use F9 while the game is running to toggle between software and hardware mode.

SW mode is native resolution only, requires a very powerful CPU (desktop i5) and has the least problems in general, HW mode lets you use all the usual enhancement but it requires a decent GPU and will break in many games

Well default settings are part of the emulator, by default PCSX2 won't activate any speedhacks and will apply some fixes automatically to some games.

Default Settings are what the emulator runs at without any changes.
Persona 4 works at default settings so you won't have to fiddle with anything.
Hardware/Software modes are just different types of renderers. The key difference you want to know is that Hardware mode supports higher internal resolution whereas software mode only runs at native resolution. If you don't know what that means then don't worry, you won't need to fiddle with them to run Persona 4.
Just run the game on the emulator and ask for solutions here.

Really, yesterday i got Mickey Wild Adventure from there, and i think it was fucked because it come with 28 track .bin and nothing else, not even a .cue file.

Then instead of make one or deleted the image i checked the redump site and found two dumps of the game one No EDC and a EDC.

Grab the md5 and check the .bin and it fucking matched with the EDC dump.

Got the .cue pack for PS1 from redump site, rename the all the .bin for the correct file name "Mickey's Wild Adventure (Europe) (EDC) (Track 0X).bin" and it is running perfectly.

I mean what? Did i just get a redump image from coolroom?

Has anyone tried playing phantom kingdom portable with the translation patch?

I've been having problems with it, the first time I patch the iso and I start the game, everything goes well, the menus and dialogue is translated.

But when I close the game, and then start it up again, the dialogues become untranslated again.

The menus are still in english, but the dialogues aren't, this happens everytime I start the game for the second time.

Has anyone had a similar problem?

Archived goodpacks are almost exactly the same size as no-intro packs. in fact the n64 goodpack I have on my rom drive actually takes less space than the no-intro pack on archive.org. It all depends on how it's compressed, and all those multiple versions take next to no space since the files are so similar to each other.

Delay frames 0 is a bit unrealistic on most home networks and especially with wifi in the picture. Try 2 for starters. Also note that this setting must be the same on both instances.

I'd like to reiterate I currently don't care about using existing SRAM, if there's a way to bypass this completely.

Interestingly, I tried hosting from my Vita (which is definitely more convenient then setting the host IP) and I instead got CRC32 errors from my desktop despite using the same ROM. I'll assume this is simply due to the Vita RA port for now.

dgVoodoo is a wrapper that makes some older games using DX1-8 or Glide work properly on modern system, it's not extremely hard to configure so I won't spoonfeed you and you might not even need it, if you want a download for the pc version I'm usre the isozone will have you covered just make sure to glance at the comments they might help.

You can think of it as the factor you use to scale each dimension (which is what's relevant when you implement it anyway) rather that the number of pixels.

Besides if you square the number you'll get ridiculous numbers pretty fast. 4x becomes 16x, 16x becomes 256x etc...

The only downside is that the user might be surprised that the performance doesn't degrade linearly as they increase the IR factor.

Why not? I mean, it's irrational number, so you'd have to round to the nearest pixel, but it would work. It wouldn't be misleading to the user either, since setting it to 2x would actually be pushing twice as many pixels and thus requires ~2x more computing power.

Scaling by floating point numbers is slower and harder. Integers is easier. Powers of two is easiest.

You risk ending up with weird rounding and aliasing errors if you scale by sqrt(2). It'll add complexity to the implementation for very little gain.
