If you mean the former, then yes, he would be useless, because hooking someone would basically be begging them to headshot you. If you mean the latter, he'd be far, far weaker than he is now, and he isn't exactly a top tier pick, but the hook combo would still work on most characters, so he wouldn't be completely worthless

I played only Mei on 9 of those matches and one with Junkrat, so it doesn't seem to favor the solo DPS performance either.

Supports are supposed to be shot-callers in most games. MMORPGs have a different system because DPS is generally king there. You might get the odd game where a mezzer calls shots, but generally it's the tank or the DPS. Jungler tends to call shots in League and other similarly-constructed MOBAs because the Jungler is usually the one with the most map presence/awareness already, so having them call shots makes more sense than the support who tends to be babysitting somebody specific for half the game.

In pretty much every other genre, though, the one who can keep fuckers alive calls the shots. It makes the most sense for the tank and/or the support to be calling the shots in OW because they get to directly influence the greatest amount of a fight.

No, there's no room on the team for her. Lucio is required for speed boost. Zenyatta is used mostly because discord is retarded. Both have good counters to enemy ults (especially against Genji's and Zarya's in this current meta).
