Zed is still a menace in mid lane and isn't in the assassin update lineup because riot thinks he's fine where he is. There are champions played constantly with high performances that are untouched or even buffed, Fiora being a great example of that.

Hell, even riot has stated Gangplank is an overpowered champion and there are no plans to change his numbers or kit to change that. It's the fact that champions will go through a short spurt of power and get knocked down quickly, but the constant strong picks are left untouched.
