RB3 wasn't memorable or noteworthy for anything in particular. Iris Heart was an interesting character to throw into the mix, but the overall storyline was underwhelming. The atmosphere sucked and the story did no favors at all in terms of actually making the player feel like anything is really at stake.

RB2 had none of these problems. By the end of the game, no matter whether you were on the true ending, conquest or holy sword, the game got the job done. On the other hand, RB3's ending was a bit of a disappointment in that it never really felt like anything significant was even going on.

Also I thought Nepgear was a really great protagonist.

You forgot that the CPUs still pretty much hated each other in the true ending and part of the reason they quit being CPUs is that although they know the Console War was pointless and set up by Arfoire, they still despise each other and wouldn't be able to have peace between them. The CPUs as a whole were really unlikeable in HDN1. None of them seemed to give a flying fuck about their nations outside of maybe Vert and that was only after she realized that she almost lost Leanbox due to her negligence.

You could argue Rebirth 1 makes everyone wildly out of character as a result but fuck it, I enjoy the interactions between the characters more in it even if putting aside differences to combat a bigger threat and becoming friends in the process is a cliche. It's better than everyone being a vapid cunt the entire game.

RB3's story is a joke. There's no sense of urgency for the vast majority of the game because the enemies are all comic relief. Plutia is the most badass character in the game, and that's just sad because she's a good guy. If anything, it is RB3 which should be considered boring. Hell, even almost right up to the end, the characters themselves talk about how there's nothing going on.

Compare that to RB2, which opens up in a crisis mode that lasts throughout the entire game. It helps that the final villain is not portrayed as comic relief like they are in every other Neptunia game. RB2 is the real deal.
