They said several months ago, probably even before release, that they were looking into Genji's combo to see if it should stay or not. People weren't vocal about it, but most agreed that it was an unnecessary extra burst for a character that can easily do 100+ damage with his two abilities.

Remember that a melee means one less shuriken you need to hit so missing punishes you more and it means a slighter bigger window for your enemy to kill you, get healed so the next shuriken won't kill him or get outside of LoS. It's the same deal with Zen orbs. It's not about the individual damage, but how many less or extra shots it takes to kill a 200 hp character.

I play mostly Zenyatta, and I don't really think he's that nerfed especially on randoms/pugs. People that plays him usually does because he's a support that can kill, and that isn't getting changed (in fact it's buffed due to projectile size revert) so you will still see Zens killing shit. Genji's ult reduced to 6 seconds also benefits Zen to be able to completely counter it.
