cassiopeia is basically a less interesting version of an AD carry

her entire gameplay can be resumed into kiting except you use Q and E instead of just rightclick

Riven and Vayne desperately need the buffs, though Vayne is already alright as is.
Jinx Ill give you, but the buff is insignificant as her rocket is trash.
Also its an indirect Ashe nerf, because ADCs with a strong global ult make Ashe that much less niche. If Ezreal AND Jinx both have buffs, Ashe faces competition (though her ult has a stun and isnt the reason shes as strong as she is.)

Why does quinn have such a fucking stale and boring kit? All of her abilities are so she can fall back into auto attacking more, there's literally nothing in her kit that allows her to anything else aside from just auto attack.

Blind? Helps you win trades so you can auto attack more. Area sweep? So you know where they're hiding so you can auto attack more. Her counter lunge? So you can escape someone chasing you, auto attack more at the end. Her fucking ult is purely for roaming just so you can auto attack.

I mean other carries have damaging abilities in their kit, but quinn is just a glorified Vayne. There's nothing unique about her aside from her stupid bird.

Quinn has the most boring kit out of any adc. If you compare here to someone like Jinx it's easy to see why Quinn is so boring in comparison to other marksmen. Jinx is fun because of weapon swapping with different effects, including minigun stacking, good synergy with items such as rockets and runaans hurricane, passive which gives a huge buff to ms and as which activates in the heat of battle. Quinn doesn't have any such thing which is why she is terrible.

Literally how? Midlaners are deleting waves while sitting under turret from minute 4 onward. Toplane is effectively a passive statcheck lane that is more or less decided before you ever get there.

You can only be "early game impact" if you have a SHITLOAD of damage/utility from early levels. And that has been a problem in the game for years because that will either be played as a relentlessly oppressive toplaner or the only jungler that matters.

The real problem is that early ganking is nearly fucking impossible thanks to trinket wards. So the only champions viable are the ones who can make plays from long distances (Gragas/Reksai flash knockups, Elise flash cocoons, Hecarim literally running through wards at sanic speeds) while also fulfilling the role of a frontliner since it's a bruiser meta

Why is that relevant? All that matters is that early game junglers are the only thing picked right now in competitive because that's how the game works at that level so they need to add some variety and not just make champions with early game impact garbage for everyone else. Competitive can't be played with anything else other than early impact junglers and since there are so few of those even if you nerfed the top tier people are still going to cycle through the top 2 or 3 champions, which are gragas/rek'sai/elise.

What's the power difference between tier 2 and 3 runes? Can I get away with never getting tier 3, or at least until I get all the champs I want?

The jungler meta champions will always be the same 3 plus one or two op picks because the qualities necessary to be a good jungler in competitive is not found on hardly any champions.

Is Ryze's new ultimate useful for ANYTHING in soloqueue other than chasing people down? I've been trying him out and the range is so small at level 1 using it to gank early on is basically the same thing as walking into lane, there's too much delay to escape with it and I can't think of any reasons why I'd want to stop dealing damage during a fight to teleport like Riot suggests.
