You can consume souls from enemies that you didn't eliminate (They were too far when they died) and you wont consume souls at full hp, so its really hit and miss.

Realistically, souls consumed at full hp should grant you a small speed boost. Like, 20% faster move speed for 2 seconds.

winston or zarya. Winston has the mobility to keep up and is reasonably tanky enough to not die and has a piss easy time tracking him with his auto aim. Zarya can shield from his damage and is slightly more powerful if charged up but has a harder time tracking and keeping up with him. Symmetra is alright if you can lead him into a turret trap but dies too easily if not.

Like buddy said before. Winston is a team fighting hero. More specifically, he excels at initiating and causing mayhem.
Winston actually works really well in a Zarya, Zen comp on offense because of this.

Zarya and Zen drop their shield and orb on him as he jumps into the middle of the enemy team with the express purpose of tickling the nearest enemy support ' s ass hole.

The shield and the orb allow a decent winston to actually survive the first 5-10 seconds as the rest of his team rushes in. This also has the added benefit of putting Zarya at half charge before the real fight starts.

It does the same thing to me. I constantly get matched with higher level/ranked premades on the enemy team meanwhile I get 2 man groups of 1 guy carrying his low rank shitter friend at most on mine. I think so. Even after I got ranked it didn't hit me THAT hard but I noticed it markedly made the game more difficult. After passing level 100 it's been downhill since, there are multiple people who are 200, 300, even 400+ getting consistently matched in our lobbies. Sometimes that means fuck all but more often it means my team is probably going to lose and there's little I can do about it. I try to communicate and have people group up but it's like banging my head against a wall.
