Yes, you can. Quest rewards are also 2.25x exp. I've played maybe 8 hours and have 54 attack already. As long as you know how to get through the low levels efficiently you can get to medium-tier within a day or two. Everybody on the server is a memershitlord but they are also all very friendly and as long as you're willing to put forth effort doing menial tasks (killing goblins, spinning bowstrings, etc) they are usually willing to help you out.
