About the star launching/moon lighting, you get choices of how you want to launch the star/open moonlight valves or something, with each try consuming one crystal. Once you succeed once at launching a star, it switches to lighting the moon for the rest of the day.
The star launch is the only thing that counts towards the quota, so you can waste all your extra crystals on getting tons of tickets from lighting the moon if you want. Wouldn't suggest it though until the last day, or maybe a boost or something.

Still don't know what's up with leveling musical power though, since I haven't really touched that stage yet since the star sand stage'll disappear later and it's so much better anyway.
