Performance doesn't equal KDA ape. Kill participation wouldn't either because all they need to get assists is to literally press any button during a teamfight. Performance is knowing how to zone in lane, when and where to ward, what fights to take and not take, when to turn a gank 2v3, knowing when it's safe to roam, knowing when it's time for you to trade your life for 2 kills on your ADC and so on. As a support main it's become harder to grab sightstone due to the need for your power-spike items (Ardent for healies, FQC for mages, etc) but for the most part yes. As a support you buy it 100% of the time. If you can't afford it you buy a vision ward every back until you can.
