The problem with some servers is that they're heavily unbalanced when it comes to alliance/horde population. Outland's alliance population outnumber horde... gee a lot. There's hardly any hordies there.

Picking a server as a new player is tricky. First of all use https://realmpop.com/ to get an overview of the realm balance. But the problem with realm pop is that it just registers characters that have been made and logged in for a period of time. It's not a good benchmark for concurrent players.

Then you can use warcraft realms http://www.warcraftrealms.com/eu_realmstats.php which tries to collect data on active players for the last 30 days. However the problem with this is that the data isn't complete because it all depends how many and for how long people actually bother to send in data with after they've collected it with the addon, but otherwise pretty good

After you've checked these two and gotten an idea of what realm you want you should use wow progress http://www.wowprogress.com/realms/rank/eu/lang.en and look for realms with a lot of good guilds and up and coming guilds that do recruiting right now. You dont want to be a on a shitter server that doesnt have a single guild that has killed all the hellfire citadel bosses on mythic.

So use these three tools.

But in the end, Draenor, Tarren Mill, Kazzak, defias brotherhood (if you want RP and PVP) or Argent Dawn (just RP) are safe picks generally. Or stormscale as someone said
