The attribute says it can double an attack or something like that, so it could just be damage or it could be a second instance of the attack hitting a nearby target.
Your blow dart might just do damage to two targets with the main target getting poisoned, or it might actually damage and poison both, we can't be sure yet.

Yeah. You max them regardless, but fweemptive strike makes it even more desired. Some people toss the idea of ignoring Hovering to avoid knockbacks, but that's honestly hardly an issue since it's single target anyways and a lot of things past 100 tend to be immune to knockbacks and knockdowns anyways with the ones that don't tending to be low HP and easily killed regardless.
Besides, there's really no where else to put the points, since you're going to be sitting on 6 points going into r8 anyways.

You can use Fletcher skills whilst mounted. Pvp, yes. The real thing behind this build is the mobility Trot gives you and Rush, a fast hitting attack + Restrain, to stunlock people for its duration. I bet it's outclassed on pve by other dragoon builds (namely ones that don't have sword3) and if you really care about PvP you should go Lancer, which again, doesn't look that hot in PvE

It's fine to join now but keep in mind that his game requires research before rolling a build. If you join a guild you probably won't get misinfo-ed. If you really are lazy though just roll a potion-maker alch or buff-selling pardoner to start with and learn the game as you go along. A qs3 is not bad either as a first character since you can use it for daily dungeon rushes.

Viable in PvE and PvP, go for anything with Barb 3. Preferably HL-B3-D2. Pouncing outright kills archers, deals massive damage to bosses and Cleave deletes groups of 100k mobs if you can land a stun.

However, the keyword here is viable in PVE and PVP. Sword 3 Cata 3 Goon is still better at PvP (but suck in PvE), and anything with pelt generally gives you an easier time in PvE (but not as good in PvP).
