Probably well organized independent cells or small unwitting companies making parts and resource mining on a small colonial scale. However, as far as equipment goes Cerberus has simply designed equipment. Read: Heavy (Centurion shields) Chunky (All their weapons save for the Harrier imo) and plated armor supplemented with bits of reaper tech here and there.

However it would seem that all Cerberus troops are not equipped as well individually as Shepard or other regular citadel troops. Relying on armor and inferior equipment.
