This is not really true. You can't just slap something together, but You don't exactly need a top-10 team or anything like that either, especially since co-op is a thing.
Any number of tanky teams can comfortably get Miru solo, if you're careful to stall on Wee Jas. Those same teams can blast through in co-op without much thought at all. Less tanky teams can use actives like Indra or Thanatos. There are a huge number of options to get Miru.

He's still among those with the fattest stats, so if you have a low-cd orbchange to give him, he's fine on many teams such as I&I/Ryune, Lakshmi, and BSonia as you said. The problem is that other than him and that farmable whale thing, Blue generally has shit-all for SBs and so you need to stall a lot for him to use it. Then again, most Blue teams now are all about stalling anyway, so whatever.

tl;dr He's got great everything but active, so if you can make him work despite that, he's strong.

It depends on your situation. If you have a lot of monsters you want to +297, feeding off +50 REM rolls is much quicker than farming 10x descends or Star Thieves, but the latter is way more stone efficient. MP also becomes more disposable the more you roll.
