the charge time is as much a quality of the move as its animation, and you can't trigger the animation without the charge time. the charge time is the same for all players, as long as they are using pokemon that have the same move. minimum charge time isn't dependent on anything, is part of the process of doing a charge move, and has a massive effect on DPS. let's compare that to the random, retarded shit you brought up:
