They can be used as combo breaker, but use them while in blockstring or in neutral. They're risky because of what >>150059915 said and also while you're invulnerable during the burst you can still get thrown. Those are called Blue Burst.
You can also burst during neutral and if you hit someone with a burst during neutral, you also get 100% meter. Those are called Gold Burst.
Lastly, each character also has one super that can be powered-up by consuming the burst meter, and it makes the super do more damage, have a higher minimum damage scaling and sometimes get invincibility frames.
