No. Fleeing from CP15 Pidgeys is not random. Catch rate is 100%. The only reason they flee is if you have surpassed the softban for a moment by moving too fast.

I was softbanned by spoofing my gps too far. Now I want to use pokesniper2, but obviously I cant becasue of the ban.
My question is, do I wait some time or is there a way to unban myself by using the pokesniper ?
