Balrog is the first charge character I've tried and I've been running into an issue that I don't understand. If I do cr.lk,cr.lp, hold back into forward lk or mk, he still does a dash forward instead of dash ground blow. And when I do cr,hp, screw smash, dash straight, if I input just barely too slow, it comes our as a dash ground blow instead. I'm confident that I'm not pressing the buttons again and it happens over and over in training mode. Can someone explain this please?

It's a negative edge issue

when you press a button, the game registers two presses: one when it is first pressed down, and another when it is released

so you can cr. hp xx hp shoryken by hold hp and releasing in time for the dp to come out

With charge characters, you're still getting used to the timing, so even your button presses are likely a little off. What I recommend is canceling 1 move into the special you want again and again and again until the timing feels right, then added other moves in front of it once you have a better feel for the cancel timing

I like Dhalsim's v-skill, it's simple but gives him a lot of flexibility in movement/offense/defense.
Birdie's and Ken's are important to their gameplay as well.

Ryu has the best one and no dancing around it will make it not so. If you have a good grasp of the opponent's offense you can completely shut down their options. One example would be Tokido parrying Cammy during a blockstring.

Now consider v-skills like Vega's stupid toreador spin. Shitloads of recovery, negative as fuck on block and you have to perfectly time it to avoid getting hit by a projectile, and it's completely useless if the projectile in question is slow.
So not only is it a boring, unimaginative pseudo-special that avoids fireballs, it's also shit.

Hey man the important thing is playing fighting games, so if you prefer sf4 and there are people to play with, more power to you. I just don't agree with your assessment of the two games. SF4 taught me HORRIBLE habits that I had to break in V. I was constantly spamming crough tech on wakeup and getting crushed for it, I was lost in neutral because in SF4 I just walked back and forth, fishing for a crumple with focus attack, and because I was going to lose it the next round anyway, I pull out my ultra as often as possible regardless of the situation. Taught me awful meter usage

And it is funny how you call Rashid's v-skill "inferior" to Cammy's when it gets used much more than cammy's

There's a lot of interesting situational uses for Vega's vskill that haven't been explored much, actually. In the mirror you can use the dodge to avoid walldive attempts and punish with a pull combo. The attack can be used as a general purpose anti air as well because of the upper body invuln. On the ground, in addition to avoiding fireballs it's great for dodging long pokes like chun's st.hp, and whiff punishing them.

This fails utterly if the opponent isn't an idiot that throws a jump normal too early. Most jump normals have enough active frames to snag you on the way down. It isn't a good anti air.

I haven't tried it against Chun but I've had luck against walldives which no one should throw out, Zangief's fierce and Mika's dropkick. I get all you're trying to say and I appreciate the limited utility of it (hell if you have good enough reactions you can avoid Nash's ex Memesault or Birdie's chain) but it's still stupidly situational, and easy to blow up. I tried using it to avoid crossups but it has so much recovery it's pointless.
Honestly the only time I ever use it is against fireballs.

The latter set up more advantageous positions with more damage. Also, you can only cancel his target combos into v-skill, one of which requires a standing opponent and the other is negative on as hell on block and provides less damage than a regular stance switch combo.
