I'd say Sakura's potential was never really laid out so it wasn't really wasted. She has no backstory, no motivation apart from Sasuke, nothing that promises greater story development. Speaking as a huge NaruHinafag, I'd say the Hyuuga as a whole were the biggest wasted potential. They were supposed to be the strongest (after the Uchiha, I guess) and they had interesting powers, a distinct eye, and plenty of backstory to draw from. Then they got shafted and the Uchiha and Senju took over the manga.

I honestly feel an infinitely respawning suicide bomber jutsu is something you'd keep REALLY close to the chest.
