No scout rifle needs Outlaw. Their magazine size/reload speed ratio is sufficient to effectively engage targets in both PvE and PvP

I think the main thing is that everything just kinda feels jumbled together. This might just be because of all of the DLC, but nothing really stands out. I'm just following the green markers to missions, and there's an assload of factions and stuff and I have no idea what the difference it, but I joined the FWC because I liked the armor designs.
Also, it feels like half the shit in this game is practically locked until max level or a certain light level. Are raids and stuff all supposed to be post-game or what?

This is bullshit on at least some level, I went over to my friends house who recently purchased TTK, and aside from making me realize how fucking awful some people can be at this game, it made me understand that being a red-bar lagsicle bites you on the ass in multiple occasions, spending a entire quarter of the match not doing damage, hitting melees a grand total of 5 times to have one of them register, and then dying, and all sorts of other bullshit. Does it work in there favor sometimes? Sure, but it's not a god mode like some would like to believe.

They could either go the overwatch route and balance differently on PC, or (more likely) include aim assist when using a controller.

They never did actually shoot "though", shooting through wall corners is the result of lag and aim assist working together to ruin someone's day. I wouldn't know if APR actually makes that happen more often but it probably wouldn't make that much of a difference.
Also, let me go into detail why snipers are ranked like that
Longbow has the best overall stats for max AA and Impact, plus it has more frop rate than LDR
but it has low ammo and it's hard to get good rolls.
Defiance is good because anyone can get one so it's the welfare sniper, even more so than 1kys
LDR is the best with the right perks, since it has the ammo Longbow is missing and it has almost no prevalent downsides if you get a good roll, the only bad thing about it is that it is hard as fuck to get good rolls since it drops from Vanguard packages
Or, you know, you could always lose all self respect and buy a 1kys

Well, it's implied in the description for the Warlock chestpiece in CE that every raid reward is fashioned from 'prizes' that Crota claimed - or, like the Titan mark, taken from enemies themselves. People have speculated that the people that the KF weapons are named after were altered or burnt down into weapons or something - Oryx did render rebellious Hive down into chiton for ships and such.
As for the Vault guns, maybe they were what Kabr's fireteam carried? Two guns are named after Praedyth, after all.

This is probably true, but i can only see that being the case for KF, all guns in VoG and CE are fashioned after Vanguard weapons with Hive and Vex stuff decorating them, so i think they were tinkered with a bit, plus, crota can't have killed that many guardians before he went to bed. As for the VoG weapons, maybe that's what the guardians named them, since some of them are not only named after Kabr's fireteam but also the VoG bosses. Ikora does mention in a quest that some weapons hold inscriptions on his fire team, which probably refers to Praedyth's revenge, meaning that part of him or part of his weapon is in that weapon
