Well it really just depends on the character and how you feel about it. Right now it kinda seems like IN GENERAL you want to be hitting about 200 meterless, 300-ish 1 bar, 400-ish 2 bar, etc. Some characters can get like 35-40 for 1 bar or 50% for 2 bar or whatever skewed numbers for meter usage, but generally it's gonna come down to what your character is even capable of doing.
