Because on a team wipe, the defenders cannot stop the payload even if it has to move a significant amount. ZThey dont have the chance to set up or really even make it to the last point. Attckers get the advantage of having the spawn check point as well as the distance defense still has to run to the point.

Attack was at a disadvantage because they were taking too long hence the overtime. Now they gain even more when they have a successful final push than before because defense can't even make it to the payload.

Sure, if you defend it successfully, you gain more time against them. but Overtime on the defense side in payload was never the issue. The issue was KoTH being extended by tracers and winstons.

Shoots once per second and heals 75 per shot. Potentially heals 75 per second as a normal ability and yes that's possible if you're a good sniper. Even a shit sniper should be able to got 50% of their shots so 75 every 2 seconds. Also that sleep dart if your team isn't retarded is basically a 6 second stun.

Mercy has no defense, no real offense, and her ult requires people to already be dead. Playing her should be about choosing when to use your ult and not waiting half the game for it to charge up. All this change does is have a negative effect on what they were trying to accomplish, now because she has less chances to ult she becomes MORE of a target and with all the buffs going on she has even less survivability.

Mercy is fine, the problem is that shes the only defensively oriented healer in the game and there are many unfair situations present in the map design that make her mandatory.

I went against very good McCrees in PTR and, honesty, yes. At least when the opposing McCree is on defense and you have to get in his effective range because of the payload or something. With Soldier you're given a bit more time to, just marginally but enough, to get to cover and his burst is projectile. There's no counterplay to this if you're a support with mobility. You just get sniped way too fast from his max distance before fall off starts, and you can't really fight back effectively to begin with.
