Vanilla has Kronos 2 for highest English pop. There's a new server releasing next month but I don't know much about it.

TBC is kinda shoddy server-wise but there are three real choices: HG, Excal and L4G

WotLK has GD (some polish/Russian/Spanish but most speak English) and Icecrown (most speak English, the queue to get in sucks kinda) and another one I'm forgetting. ToD is good but dead

For Cata there's Atlantiss and Twinstar. I haven't played either.

I logged onto Warmane Icecrown (That's http://www.warmane.com/ if you are curious) and everything was so smooth it really made me feel I've gone back to the golden days of WoW! Everything was perfectly scripted and the people spoke English very well! The server was packed with thousands of players, more players than Atlantiss even.

I recommend Warmane Icecrown as the best WoTLK experience.

Well, it's a good thing that the WoD dev is gone. So far from the beta, and prepatch stuff, looks fun and feels like a fresh game.

Also, the pre legion event is a reskin of the pre WoTLK zombie event and the pre cata event except you turn into demons and demon invasion start happening. Blizzard seems to know what fun is again.
