Pretty sure it's just one of seiun's random screenshots, I remember seeing it posted around a year ago. Filename is dated February 17, 2015. Even around that time commie devs wasn't in a great spot, they fought for a spotlight for a bit when skycastle first came out and after that faded into obscurity. No idea if they're around or not now, but seiun might know.

RG may not have been challenging but to me it was one of the most aesthetically pleasing dungeons in tera and the most fun dungeon to repeat. I fucking hate doing the same dungeon over and over in any game, ESPECIALLY Tera, RG is literally one of the only dungeons across several games that I've ever been happy about repeating dozens or even hundreds of times. So yeah, RG was fun, to some of us.
